ULEZ, LEZ and Congestion Charge: what a motorhome pays in London

London has three separate charges and they are not alternatives. You can owe two of them on the same day, for the same journey, in the same vehicle.

The part most checkers miss

The ULEZ covers vehicles up to 3.5 tonnes. A motorhome over that weight is not in it, which sounds like good news and is not: it is in the Low Emission Zone instead, over the same ground, at £100 or £300 a day depending on its emissions standard.

A diesel motorhome between 1.205 tonnes unladen and 3.5 tonnes GVW can be in both zones at once, because they set different standards. Meeting one does not exempt you from the other.

The three zones

Ultra Low Emission Zone (ULEZ)

Covers almost all of Greater London. This is the one every online checker tells you about, and for a motorhome it is often the smaller bill.

Low Emission Zone (LEZ)

The same boundary as the ULEZ, but aimed at heavier vehicles and charged separately. This is the one that catches large motorhomes.

Congestion Charge

Central London only, and it is not an emissions charge at all: a brand new vehicle pays exactly the same as an old one.

Two motorhomes, two very different days

A 3.5t panel van conversion

Diesel, over 1.205 tonnes unladen. It is in the ULEZ and the LEZ. If it is Euro 6 it pays nothing in either. If it is older, it can owe £12.50 and £100 on the same day, plus £18 if it goes into central London.

A 4.5t coachbuilt

Over 3.5 tonnes, so the ULEZ does not apply and its £12.50 is irrelevant. The LEZ does, and wants Euro VI. Below that it is £300 a day, or £100 if it meets Euro IV for particulates.

Where these figures come from

The zone boundaries are open data from the Greater London Authority and Transport for London, under the Open Government Licence. The charges and emissions standards are not published in any machine readable form by anyone, so they are checked by hand against TfL's own pages. These were last checked on 2 August 2026.

Charges, hours of operation, discounts and exemptions all change, and TfL is the only authority on what you owe. Treat this page as a guide to what to check, not as a substitute for checking. If you spot something out of date here, we would rather know.
